Why
Severe pandemics can be qualified by 3D: disease, death, disruption.
Disruption can range from inconvenient (delay unnecessary trips, wear a mask) to deadly (insulin or vaccines don't get made or cannot travel in time).
Disruption can be caused by disease (my surgeon is ill), death (ditto), or from disruption (self-amplification: the mess creates more mess). Disruption can also be caused by prevention (fear of infection can be entirely appropriate in a deadly pandemic).
The goal is to maximise prevention while maximising function, at least for vital services and supplies.
How
Good prevention for as many as possible, as early as possible.
